Baby eczema if not itchy?

LO is 5 months and has had dry skin for about 2 months now. It started as a red rash on the legs and then some dry red patches on tummy. Now spreading up to arms. Nothing on face, hands or anywhere under the nappy. Recently it’s gotten worse so went to GP who said it was eczema and to start with hydrocortisone. I’m hesitant as the rash/dryness isn’t itching or hurting baby at all, he’s actually really happy. For the past few days I have cut dairy out of my diet (he is EBF) and have been using child’s farm cream three times a day, plus oats in the bath, only bathing every other day, and switching to surcare detergent. It will probably take a bit of time to see a difference. Just wondering if anyone has any experience with supposed eczema that doesn’t itch or bother baby and whether to try steroid cream in this case?

DD2 has discoid eczema that has never seemed painful or itchy. In her case, it has needed steroids occasionally, but regular use of her moisturising cream keeps it at bay most of the time.
