take a look at this and whether he is hitting milestones for his age. If you’re concerned then reach out to your health visitor. He should also have a check up with them around his age anyway I think where they can assess his speech?

There’s a lot of variation in speaking ability at his age. Does he put two words together at all ? Could be things like ´want car’ or ´mum car (for mum’s car) or ´big car’ or ´more cake’. They usually go through a stage of putting 2 words together, then three, before you get sentences that pass as grammatically correct adult-like speech. Does he go to nursery at all? If so nursery staff are great people to chat to about his because they meet so many small children. If not then your health visitor is another good person to ask.
Keep talking to him and reading and singing with him. And listen to the babble. Sometimes they pick up whole sentences worth of intonation and the words get filled in rapidly.

DD2 only had a handful of words at that age, just the barest necessities. No real babbling either but she used to chirrup. Just days shy of her 3rd birthday, she came out with a speech in the back of the car that made me laugh and cry. Strung about 4 complete sentences together, including her very first sentence, that would require me to put commas, questions marks and exclamation marks if I was to to write it down here. Hasn't stopped talking at home but vey shy out and about.
