Toddler banging head against things

My daughter is 21 months old and has started having what I am assuming to be tantrums! I am a first time mum, so this is all new for me and I get confused as to what's normal and what isn't.
When I tell her that she can't do something (say we are going somewhere so she has to stop playing for example) she will bang her head against things, whether it be a door or radiator etc. Whilst eating dinner, if she gets told that she can't get down from her high chair yet as I'm finishing eating, she'll smack her head back on the chair over and over.
This could be COMPLETELY normal, but I just want to check! I find it quite disturbing to be honest but maybe that's just normal. I hate that she could hurt herself Sad
She's also started hitting things - like radiator or her tray etc., whatever's nearby.
