2 year old throwing toys

So I know that this is normal 2 year old behaviour, and I'm not looking for the magic solution to stopping it. I'm really looking for advice on how to manage it. It's generally something he does for fun, but occasionally out of frustration.

He's throwing specifically his tractors. One of them is very big! When he does it I take the tractor away and tell him why, but I don't inflict any other consequence at the moment (he's too little). He thinks this is funny when I put the tractor out of reach. Been doing this a few weeks now and he still hasn't figured it out.

I know that consistency is key, but am I doing this right? Am I forgetting an important step?

After confiscating a toy, how long would you keep it inaccessable before letting the 2 yo have it back again?

Take it away until tomorrow and firmly tell him why.
"You can't throw the tractor because it could break or hurt me so you can't play with it today"
If he asks for it back tomorrow then give it back with a firm "Remember you don't throw the tractor. If you throw it, I will put it away"
(If he doesn't ask for it specifically then give it a few days and just return it to the toys without saying anything)
