Siblings and play

DS1 (6) is happy to play with his marble run and trains etc while DS2 (7) prefers the TV, physical activities/outdoor play or playing with someone else.
This means whenever DS1 wants some independent play, DS2 is constantly rolling around on him pestering and won’t take no for an answer. They do get on well and have great fun together.
He's great fun and really good company but struggles to play indoors on anything that isn't electrical. I do limit his device otherwise he'd be on it all day. He used to like drawing and reading but has gone off those. He helps me cook or plays a board game but he doesn't take himself off on his own for even 10 mins.
Any tips for the winter when we might be indoors more?
