4 yr old middle child behaviour

Hello, I am really hoping to get some wise words of advice as I am struggling massively with my 4 yr old.

His little sister is 1 and his older brother is 7. He was the most calm and docile child until he hit about 3.5. The fighting between him and his brother is off the scale, his brother takes a lot and rarely retaliates. On the few times he has, it hasn't made a difference.

He bites him, nips and punched him. Just out of nowhere sometimes, whilst laughing. He constantly tells me to shut up, I hate you etc. He laughs when told off unless you shout, then he cries and gets angry and proceeds to wreck around him. His sister is a major factor as to when this behaviour started. He is as good as gold in school! No issues whatsoever.

I have tried rewards charts, books about emotions, books about breathing, consequences every time (he doesn't care). I don't know what else today. Tonight I took him for a walk just him and he said to me "I'm sorry I told you to shut up" and ge gave me a hug - something he never does. He is usually very unaffectionate and that makes me sad. Has anyone had similar experience of this?
