When to move away from powder milk

my 21 month old is finding it hard to move from powder milk to cows milk she is eating great but still wants baby milk after eating food

Try mixing some cows milk with formula milk and then drop the proportion of formula up until it’s just cows milk.

They don’t need formula at nearly 2. If they get enough dairy they don’t really need milk.

And don’t use bottles to protect their teeth.

Have you tried swapping it out 30mls at a time until it is all your milk of choice? So the first bottle 180mls formula and 30mls milk then once that is ok 150mls formula and 60mls milk and so on until she's on milk.
