What is this on babies tongue?

Does anyone know what this white thing could be on baby’s tongue? It does move when I touch it - wondering if it’s as he’s just eaten and irritated something?

It's a blister.

May be just something that has irritated his tongue but could also be hand, foot, and mouth disease.
