Hi can a court force a child at 11 to see the other parent , even if they refuse to go?

No, a court can't "force" the child, but there may be criticism for the parent with residence, if the other parent goes back to court. He/she may think the RP is preventing contact and the courts don't like being disobeyed. They'll want a report from social services though.

Child doesn’t want to go after she saw one parent beat the other up, after catching him sleeping with her so called best mate of 15 years behind ppls backs. Also substance abuse and harassment to people for money and stolen money when family member was on there last few days on earth ,wouldn’t take no for an answer.
