Worried about my toddler overheating

FTM. My DS is 28 months. These last hot days when we are going out I’m getting a bit worried about him overheating. His cheeks and forehead gets quite red although I apply SPF 50 before. Today even he left the park and playground early and didn’t seem to want to play much and we walked home after an hour, it was around 11:30 at this point and it was HOT.

I was worried he might get a heatstroke.
Or maybe it’s just the genetics cause I’m the same, i can’t stand the hot weather and I wear SPF all year round because of my rosacea.
If that makes any difference he’s mixed but is lighter than you would imagine a mixed race kid so I thought he would be more sun tolerant. Ok sorry if that’s not the case.

so I’ve wondering about this l, should be still go out on these days but not so long maybe? Unfortunately we don’t have a garden so this option is not available.

Does your nearly 2.5 year old have a hat, preferably with one with neck cover, sunglasses if he will wear them, sip water every few minutes, will he eat an ice lolly if there's a shop around. Have your tried freezing a bottle of water and he can use that to pop on his head when warm. What about cooking spray? What clothes is he wearing preferably something pose and cool material. Can you suggest 5 minutes rest periods when out in the shade
