Neighbours downstairs banging

I recently moved to a flat with 2 kids, my youngest age 6, he is autistic and he runs, sometimes he has crisis, he screams and this can happen at 1 am or at 1pm. Have the neighbours downstairs banging their ceiling every day today last time was at 12:30 am, but after numerous bangings my son and my daughter doesn't settle . She came banging our front door days ago at 7:30 am, i tried to explain but she didn't listen and got agressive saying shouting she was going to call to the lamdlord to kick us out and bla bla bla.... is anything i could do? I mean, i understand that my son keeps running and having crisis sometimes even at 1 am but is out of his control, i keep repeating him not to run, not to scream... but he can't handle it. And we can't go anywhere cause we are in temporary accommodation, i don't have even money to move out to a ground floor or a house.

That sounds so difficult. Are you on the waiting lists for the local council and housing associations?
