Nursery - how much crying is OK?

My DD’s nursery have described her as ‘being emotional’ a lot during the day - which is code for crying, obviously. She’s 11 months and on her third full week there so I’m aware she’s not fully settled yet. I’m just not sure how much crying would be considered normal/acceptable in this situation. She’s not a massive crier at home - it’s usual frustration and she can be distracted quickly. Am I being overly worried? I hate thinking of spending periods of her day in tears.

How did the member of staff phrase it? I think 'normal' is quite difficult to quantify- my DC's key worker said some babies cry frequently for months whereas some don't cry at all when they start.
As for what's acceptable, I guess that's up to you- do you get the impression that they are leaving her to cry?

@Iadoretoread They say she’s ‘been quite emotional’ at times. It feels very vague, which is why I’m concerned. I don’t think they’re leaving her to cry - I know she’s picked up and cuddled lots - I’m just being soft I think!

I had a more in depth chat with the nursery manager when I dropped off today and she said DD does cry, but is easily distracted, so that makes me feel better. Manager also said DD is settling as expected and it’ll just take time.
