Help for obsessive behaviour

DD has developed a phobia about cleaning two of her teeth. It sounds trivial but feels like a mental health crisis. She's frightened of the teeth bleeding and hurting and has a set ritual about the way I can clean them for her. It fits a general pattern of anxiety, need for control and fear of change. It sits alongside fear of food, possibly relating to a food allergy. What can I do to help this not develop into OCD? Doctor has only given a list of charities to contact, school uninterested, and local play therapist not replied to my email enquiry. I need practical strategies and feel out of my depth. Superficially she seems fine and is a normal, happy child. Is it worth chasing ASD assessment etc?
