16m tantrums

My son is 16m and has started having horrible violent tantrums. In the worst case he with bang his head on things purposely or he will grab and pull my hair and won't let go. He also tried to hit me in the face. Other times he just cries and flings himself backwards or he will curl in a ball and shout.

With the violent tantrums I carry him away (turned away from me) and try not to react.
When he is upset I offer a cuddle but more often than not he won't want one so I will leave him be but stay close by.

Something that has shocked me is how shorts fuse he has. Today I took him outside to jump in puddles and he was obsessed with trying to walk on neighbours garden which is extremely slippery paving. I steered him away from it a few times and then when he realised it was off bounds he was constantly running over there so in the end I had to give up and take him back inside. Cue massive tantrum kicking and screaming and he pulled a whole section of my hair out of my fringe.

I feel really angry towards him. Why is he so being so horrible?

So we're back inside boring old front room.

I just wanted to know if I've handled this correctly. Any advice v much welcome.
