4yo snatching from 18 month old

DS is 4 and is constant snatching from 18mo DD. It is driving me round the bend.

he's very sweet and caring towards her but it's like he's keeping tabs on what she's up to. he'll snatch things that are her toys or toys that he hasn't played with since he was 2 or just toys he has zero interest in until she starts playing with them. He can't seem to focus on whatever he's playing with.

i am constantly telling him not to snatch and encourage taking turns or set consequences (eg if you take her toy then she gets to play with your toy) but he still does it and has been doing it since she started being able to hold things.

how do I encourage him to stop this and just focus on doing his own thing or playing alongside her?

Immediate consequence every time - exactly the same so he associates them. Take the toy off him say 'DD was playing with that, we do not snatch it's not kind', give it back to baby and say "here is your toy back". Take son away from situation to another part of room or out the room and reiterate 'we do not snatch'.
