Best bra for girls with non removable cups?

DD needs a bra her nipples show through crop tops under her school top. The cups fall out of the cheap crop tops, which is annoying her she's finding the back fastening ones really uncomfortable. Does anyone have any recommendations? Crop tops/sport bra that actually cover the nipples and not too expensive ?

very comfortable. The cups do come out, but I found that helpful as it was easier to dry them laying them out separately on the drier. The cups never fell out
