It would be unwise for anyone to try and diagnose from a photo.

You need to speak to your Health Visitor or GP.

Looks more like not drying in the fold well. It doesn't look like what my kids had for eczema. Get it checked though. There are so many dermatological conditions and it's best to get a proper diagnosis.

Looks like contact dermatitis/eczema, this is how myself and my children present with it but definitely best to see a GP
