Opinions - would you leave your 19 month old with your 16 year old for an hour to pop to the shops?

Me at 16 - yes.
My niece at 16 - no way.
It's not just a number, it's a judgement. Plenty of 16 year old mums. You just have to ask yourself whether they're trustworthy and careful.

Lots of 16 year olds babysit definitely yes unless your 16 year old can’t be trusted. I had a babysitting job every Friday evening from
14, one of my DD has baby sit for pocket money since she was 15 never been an issue

That would definitely be appropriate IF the 16 yo is competant enough to handle a baby.
