2 year old scratching all the time

Looking for some advice as I am at a total loss and I feel completely stuck. My just turned 2 year old is scratching all the time, every day, especially other children at nursery. His nursery have been very understanding but it’s always on more than one occasion every day and if I were another parent to a child there I would be getting so annoyed.
He is a happy boy but has these huge outbursts, sometimes completely random, and will scratch whoever is near. Sometimes over toys but sometimes for nothing. If he does it at home I will get down to his level and tell him firmly no we don’t scratch. After a minute he will give a cuddle, which he does at nursery, so I know he understands it’s wrong. He is behind with his speech development so I wonder if that plays a part.
I work long hours in the week, take a break to collect him and play, do his bedtime etc but it scares me that I may have to pull him out of nursery and give up my career if he doesn’t stop. I’m just not sure what else to do 😔

What are nursery doing to help him?

It is a normal phase, and I think with a speech delay it's Defiantly heightened to get their feelings across.

Make sure his nails are very short with no sharp bits.

It's very difficult with nursery, they need to be keeping a.close eye until he grows out of it, but that can be very difficult with so many children to watch.

Have you identified the triggers? That's probably the best place to start. Ask the nursery staff what they find the triggers are.
