Phone is an issue

My husband won't get off of his phone. I'm not a big phone user so I don't really get it. Everytime I look around he's on it. It's started affecting his parenting. The other day, one of the kids nearly choked and thankfully I was there to jump in as he was sitting next to them and didn't even notice.
We've been to marriage councilling about it, he stopped for a bit but now it's just as bad as it was. I've spoken to him so many times and I just don't know what to do anymore. He's missing out on our relationship and the kids growing up. What else can I do? I feel I've run out of options.

Tell him he stops, or he leaves, and mean it.

You are not alone.
Many do it. We have a couple of close family members that came to ours and are constantly on it and I say to them
"are you closing a deal" lol - does the trick.

Is he working, what is he doing?
I was like that when we first got the internet in 96
