Toddler being a nightmare at meal times

I'm hoping for some advice here - my 18 month old is being an absolute nightmare at meal times. It started a couple of weeks ago with him insisting on me feeding him constantly - if I stopped he would scream and wave his fork at me. Fast forward two weeks and he won't stay in his chair more than a couple of minutes, despite seeming keen to get in. He cries and pulls on my arm until I take him out. I generally sit him on my lap so he can still access his food on his high chair. At this point he has normally only had 1-2 mouthfuls. But he shows no further interest in eating. He reaches for things on the table and/or throws his food everywhere so I end up covered. If I try to put him back in his highchair we get screaming, or on the floor sometimes screaming, or other times he'll wander off but he'll then do everything he can to distract his twin brother (who meanwhile is sat in his highchair tucking in). It's all food he has happily eaten before. I'm getting worried because he is eating so little. He is already very small. He was previously a good eater.

What would you do??

Forgot to mention, it has coincided with him refusing baths. He either won't get in, or gets in but won't sit down and then instantly cries to get out. What is happening???
