21 month old won't fall asleep by herself

I am wondering if anyone might have some advice. My 21 month old had a good bedtime routine and sleeps through the night but she won't fall asleep by herself. She's takes about 15 mins to an hour to fall asleep with one of us in the room with her. We don't have to hold her or be in the cot, just sit beside her and say shhh every now or hum a lullaby at the start. If we leave before she's asleep she gets really upset and cries so much she is almost inconsolable. She is just about okay with me leaving for 5 mins to go to the toilet but longer than that and she starts crying and can take half an hour to calm down and go to sleep.

We've tried to slowly moving the cotside chair away over a few nights and we've tried putting her down, saying goodnight and leaving the room then coming back after a few minutes. I don't want to do cry it out because she takes such a long time to console and get to sleep when she gets worked up. Any ideas what might help?
