Advice for children re. strangers

The message in the image reads:

(1) DO NOT be afraid!

If a stranger walks up to you, no need to be scared!

Usually they don't mean any harm

(2) DO NOT scream or cry

This can hurt the person's feelings.

(3) DO NOT call him a pedophile

This can be just as offensive as n-word!

To read this saddens me greatly and I feel puts children at risk.

Would you read this to your children and tell them to do what is advised?

The pamphlet is from Australia.

What's the context to the pamphlet? I agree with the first sentiment. Most strangers mean no harm..totally disagree with the second. I don't want to teach that my kids that they should suppress their instincts to cry or scream just to not hurt someone's feelings (though I'd hope that unless they had a good reason they wouldn't be scared of strangers and so wouldn't feel the need to cry). And Huh? At the third one? What's the context to this. Of course not every stranger is a pedophile and I'd never teach my kids that they are.

I tell my kids that most strangers are fine and they are fine to chat with, greet and smile at anyone. They mustn't at any cost though go anywhere with a stranger.

Is it from a long time ago? It surely can't be a current thing?

As a general rule, you shouldn't scream 'paedophile' at everyone who walks up to you, though.

I don't know how old this pamphlet is, or where it was given out, or in what context, a friend showed it to me recently.
