What is this on his arm?

Our DS is 16 weeks nearly. He started with what looked like dry skin on the inside of one elbow. Over the last couple of days it's progressed to this, on both inner elbow joints. Is it eczema or ringworm?

Is there a pharmacist open you could ask?

Unfortunately not. It's Easter Sunday so they are all closed.

I'm no doctor & can't see close up in the photo but to me looks like eczema, I had one child with that
