Baby prefers formula - what to do next?

I combi feed baby (long story due to tongue tie), he’s 9 months. During the day he will have some breast but ultimately he will only settle for formula or otherwise he keeps coming back for more breast, where he would just stay a couple of minutes before unlatching. At night, he would usually have breast and fall back asleep. Lately though at his 2-3 am feed he will feed, fall asleep for 10-15 min then wake up again and have more breast but he doesn’t seem satiated. I then tried him on formula where he wolfs down 50 ml and goes back to sleep for a couple of hours. Having said this he seems to enjoy the comfort of sucking on the breast when he wants to fall asleep. It is possible I’m not producing enough milk as he started nursery or maybe he simply prefers formula. Did this happen to anyone else? Is it just a phase? Should I wean him off the breast and continue with formula feeding?
