13 month old very constipated after moving from formula to cows milk. Any advice?

I wondered if anyone had some advice please.
My baby is now just over 13 months and has been exclusively formula fed since birth. She is on 3 bottles a day from 11 months. At 11.5 months I started introducing cows milk at lunchtime. At 12.5 months I introduced cows milk in the morning. So she now just has 5 ounces of formula at bedtime. I thought I was introducing this slowly so it wouldn't cause a problem for her digestion.
However, it has seemed to cause her some digestive distress.
She is going to the toilet every two days and is pushing and pushing a solid poo out that is massive 🤦‍♀️ and seems to be really upsetting her. I asked the dr and she said to increase the fibre in her diet but she has loads of fibre and a good balanced diet. Typical day would be porridge with fruit, snack or raisins, vegetables and rice for lunch. Dinner would be meat and vegetables and pasta/lentils etc. She also eats fruit for snacks. I have tried to increase her diet with things like sweet potato and lentils because I know this would help but she still seems so uncomfortable and it makes her cry. I don't want to get to the point where she is too scared to go. The dr said at this stage we don't need a prescription. Did anyone else have this problem with constipation when changing from formula to cows milk? Have I done something wrong!
She drinks a lot of water as well. I really don't know what else I can do other than go back to formula but I obviously wanted to move away from that in the day time.

Hi @asdfghjkl13 I think I recall my little one struggling for a couple of weeks, we did a similar introduction as you, gradual over a few weeks and it did seem to settle (also found increasing his vegetables and water helped) On a side note, I’ve also found that he still gets like this is he has pasta too frequently, I try to only give him this 2-3 times a week.

Our daughter is breastfed but is 10 months and eats solid food too, when she gets really constipated we pack her full of prune pouches (either supermarket own or Ella's kitchen) and after a day or two of these it seems to help soften things up for her.
