3 month old skin is so red and bumpy

My lo is 3 months and has always had red patches on her face. Hv said it will go but it hasn't yet. I've been given demorol from drs but it isnt helping. I've used Johnson's too and it settles it a bit.
It gets worse when she rubs her face. Has anyone experienced this? The patches look quite dry and flakey! I feel awful like I've done something wrong!

I’m wondering if they have an allergy that is causing the skin problems? It might be worth talking to the health visitor or looking at pictures online to see if you can puzzle it out. No practical help on treating the skin, sorry, but worth thinking if there’s something that could prevent it rather than treat it.
Ps - both of mine have cmpa so I think I’m biased in thinking that causes all problems.
