Toddler hitting and throwing help!

So just start really. My son is 21 months old and over the last two or three weeks has really become prone to throwing and hitting. He doesn't seem to be doing it in a naughty way, he does it when he is frustrated or wanting attention or upset about something. I am pretty confident that it should just be a phase. Up until a few weeks ago he is just been the most chilled loving little baby and I know that these phases come and go. The reason why I'm making a post is because I just don't know how to deal with it. He does not respond to the word "no", it just doesn't bother him in the slightest no matter what tone I use. If I move the toy away from him he will just pick another one up When he picks the toys up and throws them he instantly looks at the person that's in the room to see their reaction so I know it must be an attention thing.
But I just really need some tips on getting past this phase. I really don't like the heating and it makes me feel worried about when it's around of the children!
