Toddler suddenly very highly strung - is this normal?

My toddler, aged 21 months, has suddenly started becoming quite emotional and overwrought at times. For example, this evening I took him through to the kitchen for dinner and he realised he didn’t have his favourite cuddly toy. He started shouting for it and this quickly turned into tears. By the time I’d raced to get it and returned he was properly crying! Another example from earlier today: he was eating some snacks in the lounge and started shouting for more, getting quite upset and again starting to cry when I wouldn’t give him any more (his lunch was ready shortly).

His mood just seems so up and down - one minute he’s sunny and happy and the next he’s in tears. Is this normal or should I be concerned?

I think it's normal toddler but emotions. Mine is the same!
