Please just...help me get my life and parenting on track

I feel like I'm just drowning.

We have 3 kids, a teen, a preteen and a 10 yo.

I work 30 hrs pw. Dh is away for 7, home for 3. I am also self employed and do around 4-5 hrs clerical work, and this has to be done on an evening when dh is away after 10 yo goes to bed, or on the 1 whole day dh is home.

While dh is away I feel I am constantly struggling to keep my head above the water-

How much/what chores should the kids be doing?
How much screen time is acceptable?
How much should they be totally entertaining themselves?
How much responsiblity should they have/earn/be given?

I battle constantly with dd, preteen, about bringing her phone down in the evening. And to get her to do anything, and to ensure she tidies up after herself. Bring her dishes down from her room. All sorts. She would happily spend all day in her room, on her phone or the internet, unless she has a friend round. Maybe I'm being ridiculous? Maybe I should just let her be a preteen? Then I worry about her being lazy and getting unhealthy.

I just feel like I am running round in circles getting nowhere. I haven't summed this up very well but please, if you have any helpful advise for structure, guidelines etc just give it to me!!

Routine really helps us
Home from school, snack, homework. Then it’s usually 5pm ish
They get an hour on their devices, then supper time
After supper time, either another hour, or a game, or TV together. All devices off and charging at 8. Bedtimes are 8.30 for the little one, 9 for the older 2
