Are these just milk spots?

Hi I've attached a picture of my four week old baby, wondering if these are just milk spots?

Looks like baby acne to me, my daughter had it quite bad on her face and it eventually went when she was about 10 weeks I think

All 3 of mine have looked similar around that age. Make sure you clean their face with water if they sick-up or get milk on it (not just wipe it off like I tend to)
