Grabbing and snatching

I have a long-standing issue with DS (who is now 8) grabbing and snatching. It's awful. He can't seem to keep his hands to himself- if he wants something he just grabs it. I might be saying "would you like some sweets?" and he'll just grab them from my hands and say yes.

In the library he grabs at books and snatches them out of the staff's hands as soon as stamped.

I just don't do this so it's not learned behaviour from me. Ive talked to him about how rude it is. But this is years of such talks now and nothing's changing.

Any ideas?

What are the consequences for the grabbing? Any other similar behaviour from him?

Consequences, every time he grabs he doesn’t get that thing for a set period. Calmly, not shaming. Talking about how when he sees something he wants he’s so excited and he just grabs, you get it, but that’s not ok and you’re going to help him learn not to do it. Lots of praise when he waits.
