4 week old eating only 2 oz?

Hi, my 4 week old has been eating 3 oz of formula every 2-3 hours. However since yesterday he seems to have very little interest in eating. He seems hungry every 3-4 hours but will only eat 2 oz and that’s with me really trying hard and almost forcedeeding. He looks hungry, takes the bottle and will eat 1 oz and after that spits out the bottle and either falls asleep or looks around him and chills. I do have to almost force feed the other 1 oz. he is not crying but he does have a little cough . Doctor examined him and he is fine.
Could this be becouse if the cough? Anyone else’s baby ate so little? I have a 2,5 year old who has been an eating machine from the minute he was born so totally different situation

Could be his throat is a bit sore perhaps? Hope he feels better soon, it's awful isn't it, the guessing game?!
