is it safe for my baby to wear this kind of cardigan in his car seat?

Yes.

It's padding that makes it difficult to fit straps correctly.

I’d say no. It’s pretty bulky.

It just looks like a cardigan with a hood so I think it would be fine. The knitted material wouldn't compress in the forces of a crash as much as a padded coat would.

Hood up and just a sleepsuit under - fine.

If you want to test it, put baby in with cardi on. Belt up. Tighten. Then remove straps, remove cardigan, do straps again and see what the gap left is.

Alternatively, no cardigan, belt them in, tuck a thin pram blanket over the straps.
