I think:
a brio type train track
a few matchbox cars and possibly a mat for them
colouring stuff
other craft type stuff like play-do or glue
duplo
a football
a smaller ball
something to push like a shopping trolley or doll's buggy
something to ride on - trike/scooter/bike with stabilisers but maybe a bit young for bike
lots of books

not sure about development but my ds (2.9) loves puzzles, megablocks and wooden blocks for building towers, animals (the elc plastic ones) which he quite often then displays all over the puzzle he has just done, his farm/zoo and I just bought a couple of second hand games like pop up pirate which he seems to enjoy and is helping him to learn how to take turns. His grandmother has bought him a wooden castle for christmas and we have got him a pirate ship in an attempt to introduce something other than animals. Oh yes, books, books and more books .. and anything diego .. he is obsessed with Go Diego Go! Ooh play doh too!

bozza is right, the train tracks are good though again mine tends to get the animals involved on it more than the trains. Same with cars!

Forgot about puzzles. DS loved puzzles at that age and was fantastic at them.
