Ickle Bubba v4 Pram... what is this piece for?

We can’t work it out! It has two zips and seems like a raincover of some kind but no idea how it attaches or if that’s even what it’s for! Help please!

I have something similar on the V3 I think.
I think it’s for the bottom of the frame where their feet go when you have it set up as a pushchair rather than a pram.
Without it the bar shows. If you’ve got another piece that fits this description then I’m stumped too!
