14 year old Stepsons being denied proper mental health care - Please Help!

I am literally at my wits end, I am a psychologist and yet I cannot help my twin stepsons. In my opinion, they have suffered from mental health issues for years and I have desperately tried to help them, however, I am not their mother and she has fought against me and their father for offering them support. At one point the twins begged us for help, but their Mum has has since set in motion a campaign of parental alienation against us , which ultimately was successful. They now want nothing to do with us now. They also refuse to go to school, and have a below 10% attendance record. Their private school is doing nothing to help (they get paid either way) and nether is the council where they live. Any ideas on how to help them??

Is this not a safeguarding issue? Both health and social care services have a duty of care to investigate and assess the situation if the child safety and wellbeing are potentially at risk.

Sadly, their Dad and I have tried social services, but have had no real luck. They put the boys under the care of the early help team, and one boy has a meeting with someone once a week. No one is pressing for them see a clinical psychologist or mental health professional, so there has been no diagnosis. Both early help and the school are facilitating the truancy, they seem totally brainwashed by their mother. They have missed nearly 2 years of school - it’s heartbreaking. Can the police step in? Can social services reevaluate if we try again?
