Child maintenance

Ds' dad is moving in with his new partner and her children, they aren't related to him in anyway. When calculating maintenance are they included in step four "other children" the paying parent lives with?

If so why? They get maintenance from their own dad?

Unfortunately they are counted. It's a completely unfair system, child maintenence will assume that he is paying towards those children as he is living in the same household.

I've just been informed by him that as he pays dd' phone contract and gives him pocket money every month that comes out of my maintenance?

So he gives me 175, phone bill and pocket money are 50. So he says he pays 225 to support him. Is this right??
