My 3 year old has a balance bike and she loves it! She has a summer birthday though so we tend to get her outdoor toys

Balance bike sounds great!

Lego
Dinosaur painting
Small ukelele
Ride-on vehicle
Pogo stick type thing
Adventurer Explorer Set
Dinosaur truck

Lego would probably be too advanced for a 3yo, even Lego Junior. Duplo is better for that age.

Glow Tracks or Magic Tracks
Brio train set (Ikea do a great cheaper version)
Playdough or Kinetic Sand or Kinetic Dirt
Scooter
Dressing up clothes and role play accessories like drill, tool box, doctors kit etc...

Balance bike is a lovely gift for a 3 year old. Other ideas:
Helmet with a favourite character on
A simple game like Shopping List
Magic sand
Puzzle with a picture of whatever hes interested in
Imaginative building like train set, duplo
Props for pretend play like a doll, till, food, doctors set, dressing up
Craft supplies e.g. paint, stickers, colouring pencils

Balance bike is a great idea, get a really nice helmet to go with it.

Unless you kid really likes vetch stuff, I think the activity table is likely to be a really instant hit, but not much long-term interest for a 3 year old.

Set of books if they’ve got favourites? (Mine loves Harry and the Dinosaurs and Mr Men so I’ve promised to get a lot more of those)

My DD has Lego and loves it. I HATE it. It’s small and fiddly and gets lost under the sofa or trodden on. Duplex they’re much more likely to do a half decent job when you get them to tidy.

I recommend Best choice 12V land rover ride-on. I'm sure any boy will love this car. I bought it for my son, he loves it. This car has a large storage compartment under the hood, very useful parental remote control, real car for two kids / two seat belts.
