Best lip balm for young children?

My daughter (3) always has chapped lips I tried using some of my lip balm on her (carmex) but she keeps licking her lips causing a rash around them.
Would vaseline be a safe option as it has no smells?

I'd recommend O'Keefes lip balm that you can buy in Sainsbury's for approx £3. It has no taste or smell and stays on. It also works very quickly. I bought some for my little boy when he got very chapped lips. They were hugely improved by the next day.
