Am I Going Crazy!?

I have two children, one 6 years and the other one years old. My 6 year old has Autism, and daily life can be a challenge but I've always taken it in my stride, being my first I never really knew what a 'normal' child should be and never noticed anything until she started school. However now knowing the signs and triggers ect and also educating myself about it in the meantime. I have come to notice massive signs in my one year old, and these are not behaviours a one year old should be displaying especially when it hasnt been carried out or witnessed from the behaviour of another. He turns two in September but still is not verbal, only saying 'Mommy' or 'Daddy' his communication is just to scream at me until I can figure out what it is he wants. By this time he would of completely overwhelmed himself, smashing his head off the floor in the process, repeatedly may I add, regardless of how many times I try to stop him it's almost a trigger to do it more even though his clearly hurting himself. He became nipping and biting before he turned one, and even though I tried literally so much to stop it he really doesnt seem to care. The two children can barely be in the same room as each other, my one year old makes a bee line for my 6 year old as soon as she enters the room, and no matter what I try he literally will not stop at trying to get at her. I can literally go on and on. It's an awful situation and becoming a nightmare! The biggest problem of all is my partner does not agree with what I am seeing. He thinks these are ok behaviours for a child of this age and just need reasonable 'discipline'. It has caused so many arguments its emotionally draining. I love my family and only want to try and do what's right by everyone but how is that even possible? Confused
