17 month old tantrums

My 17 month old has become prone to tantrums. I know this is normal for that age, but I am looking for advice on how is best to manage them to ensure she isnt getting attention for them. At the minute when she throws herself on the floor (for whatever small inconvenience she has become infuriated by) we ignore her. I dont try to distract her as I want her to learn that screaming doesnt earn attention or Mummys time. I just wait for her to finish. She usually only takes about 2 minutes. She also has a habit of getting very angry at something and then angrily shouting and pushing things away.

However, is this the best way of dealing with this? Should I create a naughty step for her? Is ignoring it best? Is throwing a tantrum and losing her temper considered bad behaviour, like hitting or throwing things (which seems to me to be the next step)?

Does anyone have any strategies for reacting to these situations?
