How old do children have to be to need an oyster card to get on a bus???

My 11 year old son, was really late home from school, because a police man stopped him getting on the buses, because he didnt have an oyster card.

I thought it was a travel card you carried when you reached a certain age in order to prove you are still under 18 and entitled to free travel
