My baby always feels cold

My newborn is always cold. He shivers all the time and is cold to touch, the midwives say it could be because his blood sugars are low but they've been checked and all okay. Any idea why my little boy could be constantly cold and divvering? Any tips on how to keep him warm? Heating is on, warm clothes are on and he loves being swaddled

Lots of skin to skin.... or maybe wear him in a stretchy wrap so he's close to your body
