Neigbours shouting at baby

My neigbours shout at their baby a lot. They're both young and both shout at him. He's about 1 year old. They also constantly argue. I've "gently" knocked around and asked them if "everything was ok" so they were aware I could hear. I also emailed NSPCC. Have I done enough? Bloody enrages me that people have babies only to barely take them outside and yell at them - great

This might be a dumb question are they definitely talking to the baby. (My neighbor came round thinking I was telling my son to shut up.) I was instead talking to the cat.
