18 month pulling own her hair. How to stop?

My 18 month old DD has always played with her hair when having a bottle or drifting off but now her hair is no longer baby fuzz, it's developed into twirling. Over the last few weeks some mornings I've got her up and found tufts of hair in her hand, on the bed or wrapped around her fingers. She now has a noticeable bald/thin patch on her crown. At night she lies on her stomach and sucks her fingers on one hand and uses the other hand to twirl her hair. She does this to help soothe and it seems she's doing it on and off through the night. I've tried scratch mitts but she gets these off. I've also tried soft tights over her hands but she really dislikes this as she can't get to her fingers to suck and won't settle. She's gets really upset. I've seen scratch sleeves online (designed to deter kids from scratching) but I'm worried these will upset her too, like the tights. Has anyone experienced anything similar with their DC? If so, has anyone got any tips? Thank you.
