Coping with 2 toddlers

I have one DS, 19 mo and a DD, 3.5 y. DS is a major handful - although generally delightful, is so full of energy and independent so will run off a lot. DD is similar in that she runs off too even though she should know better - again,lovely but a handful. Things like taking them to any large soft play area is a nightmare - even if I am there with DH. They're both so strong and wilful it can be hard to restrain them. How do people cope with this? I find it so hard in Winter to know how to entertain them and keep them safe! Any tips?
