Not drinking water

My dd is 15 months old and will only want to drink milk(formula) or cows milk at a push, is there any way to get her to drink water even if it's just a bit? Is her not drinking water going to have a bad effect on her?

Have you tried putting a tiny bit if squash in the water. My dd wouldn't drink water but I leave 2 bottles out. One with water and one with very diluted squash. She will now go between the 2 not knowing which is which and drinks both.
