Anyone help with a packaging dilemma?

Hi I am developing a children's bath toy for the retail market and was wondering if you could help me decide which direction I should go with the packaging.

When you buy a toy/product what matters most to you about the packaging? Should it be

a) 100% biodegradable
b) 100% recyclable, (including plastic)
c) made from sea plastic
d) made from a natural product eg. cotton
e) Something you can keep reusing, eg. a mesh bag for storage - Does this have to be eco friendly or plastic?

It would really help if you could let me know your thoughts because I'm a bit unsure as to what people want.

a) also good I guess, but I’m not quite sure if it actually would biodegrade when put in landfill.

I'm less concerned by the packaging than the product. I would happily buy an unpackaged product it it didn't lose any bits. Alternatively a cardboard box that can be reused, composted or recycled.

As little plastic as possible, we only have plastic bottle recycling in my area so any other plastic will be put in the bin regardless of whether it is recyclable or not.
