Room temperature??

Hi sorry if this seems a silly question! The room my one year old sleeps in is 21.4
She has a short sleeve vest with a sleepsuit on top. Will that be enough with no blanket? It doesn't feel warm in the room at all. I use a gro egg just bought it today but I don't know how reliable they are really.

In the summer if I've lost a layer it's usually been just a layer of clothes off them rather than a blanket.
I use just a duvet cover with the buttons done up at the bottom but no duvet in and DD sleeps just in a pull up or pull up and no vest

I just think it's easier for them to kick off a blanket than to take off clothes if they are too how when they're alseep
